  1. Make sure that you are now connected to a cellular/Wi-Fi network

The issue may be with your internet connection which is why your iPhone contacts are not syncing with iCloud or other devices. Here is how you can reset your network on your iPhone.
Step one: First off, you need to launch the Settings app from your home screen. After that, scroll down a little bit and tap General
Step two: Navigate to the bottom of the page and tap Reset
Step three: Finally, tap Reset Network Settings.

Apple allows you to sync your iPhone contacts with third-party accounts. If you have already synced with many third-party accounts, try unchecking all of them and choose to sync with “All iCloud” only.
